From Strategy to Action: Empowering Tribal Agriculture:
Two Tribes in the Rock Mountain Region engaged Lark to develop a NEPA-compliant Programmatic Environmental Assessment (PEA) so that they could implement their Agricultural Resource Management Plan (ARMP). The project's success relied on Lark's proficiency and experience in adhering to the NEPA requirements specified by the regional and local U.S. Bureau of Indian Affairs’ offices, along with developing a comprehensive proposed action that met NEPA requirements but also gave the tribes leeway in undertaking future activities under the ARMP. Lark ensured that the essential proposed action was thoroughly reviewed and approved by an interdisciplinary working group, which included community members, tribal council members, several tribal department heads, and federal agency contacts. Ultimately, the meticulously planned and coordinated project details enabled the successful completion of the PEA, which resulted in a Finding of No Significant Impact and Decision Record, allowing the tribes to proceed with implementing the ARMP and securing future funding opportunities.
Lark personnel took a cost-saving approach to streamline the PEA and Biological Assessment under the Endangered Species Act. The project was completed under budget and ahead of schedule, saving the client about $14,000.
